NSCN ultras seize Tirap

ITANAGAR, Feb 14: Tirap continues to burn as the Naga ultras prolonged battle to take control of the district is intensifying by the day.

One cadre of NSCN (K) is reported dead after a gunfight yesterday in Khonsa village, just outskirts of the district headquarters. The cadre killed is reported to be from Longphong village under Longding circle.

There are unconfirmed reports that two members of the NSCN  (IM) were also killed after exchange of bullets.

Ramakrishna Sarada  Mission School for girls, Khonsa is near the village and according to a Govt official; the intensity of the crossfire was such that splinters were seen just outside the school compound.

 Today, the ultras went a step further and forced the whole market area to shut down and government establishment to close its offices.

The district administration denies that ultras have overrun the township.  

The administration, which has been very ineffective in handling the crisis of the district, is slated to meet on Tuesday to chalk out ways to tackle the problem.  

After yesterday’s gun battle, the Arunachal Pradesh Police and Security forces conducted a combing operation but it seems to have had a little impact to boast morale of the people as parallel administration being run by the Naga Ultras appears more effective.

Since November, the groups have come out in open despite the presence of Assam Rifles, CRPF and APP.

Khonsa is an important area for both factions of NSCN as they indulge in heavy extortion in the area. Command over the area means greater financial rewards for the factions who have been blatantly indulged in drug peddling and day light extortion.

The violence since Jan 15, in which members from both factions were killed as they engaged in bloody fight to take control of Khonsa town, has escalated.

On the other hand, the state government seems to have literally closed it’s eyes to the problems confronting the district, as it is yet to come up with any tangible policy to counter terrorism in the district.

Last month, Nefa Indigenous Human Rights Organistion, Human Rights and Law Network, Arunachal Pradesh and Arunachal Citizens Rights met the Forum for Naga Reconciliation (FNR), which is working to bring reconciliation among all Naga rebel groups appealed to intervene in the ongoing inter-factional clashes between rival factions of NSCN in Arunachal Pradesh.

With government unable to control the spiralling violence and security forces choosing to look the other way, it seems unlikely that woes of the people of the district would end anytime soon.  

 

Arunachal win a bronze on day 2,assured of 2 medals in Lawn Bowl

RANCHI (Jharkhand), Feb 14: Arunachal Pradesh added one more Bronze medals to its kitty on the second day of the 34th National Games here today. Debia Yakap won the fourth medal for the state in Women's Kumite ( below 68 kg). Yomken Noshi, Rei Yadi and Pacha Nobin Jamoh went down fighting to their respective higher opponents in the very first round.

Meanwhile, Arunachal assured themselves of atleast two medals in  Lawn Bowl as their Men’s and Women’s  team made it to the semifinals in Triple and Pair (Doubles) events at RK Anand Lawn Bowl ground. However, the Women’s pair of Bima Borah and Parismita Gogoi had to content with the Bronze as they went down to Jharkhand  in a keenly contested match this evening. The Men’s Tripple team comprising Birendra Kumar Singh, Kamaleswar Kalita and Pranab Singh tamed lowly Meghalaya 36-13 in  quarter final and advanced to the semifinals. They will take on formidable Assam tomorrow to book a berth in the final.

 

Byaling urges Centre to enhance rice quota for state

ITANAGAR, Feb 14: A conference of Food, Public Distribution and Consumer Affairs Ministers and Secretaries of North East and Eastern States held at Kolkota today.

Participating in the conference Arunachal Pradesh Food and Civil Supplies Minister Tanga Byaling appealed the government of India to enhance the allotment of Rice from 5005 MT to 8911 MT and for augmentation of storage capacity by constructing additional Godowns for PDS items in the state.

The minister said that a regular FCI general manager should be posted at Itanagar or the DGM should be conferred with more power to act independently. Especial allocation of rice for the state to be specified with pick up points and  the FCI  should ensure  that specific Wagon are earmarked for smooth transportation of food grains in Arunachal Pradesh, he said. He, however, appreciated the Union Minister of State, Food, Public Distribution and Consumer Affairs Prof. K V Thomas for conducting such meeting of public importance on Zonal basis and expressed his gratitude to the union minister of state for emphasizing to introduce special package for north eastern states.

Food and civil supplies Secretary K Kholie, Food and Civil Supply Director Sadhana Deori, Deputy Resident Commissioner, Govt. of Arunachal Pradesh, Kolkota, Bijoy Talukdar, representatives of Food Corporation of India and Railways have also attended the conference.

Civil Supplies Ministers and Secretaries of West Bengal, Orissa, Tripura, Meghalaya, Manipur and Mizoram represented their respective state while Assam, Nagaland, Sikkim and Andaman and Nicobar Island  and union territories were represented  by civil supply secretaries.

 

Associations condemn assault on engineer, demand arrest of assaulter within 7 days

ITANAGAR, Feb 14: Arunachal Pradesh Engineering Service Association (APESA), Arunachal Pradesh Public Works Department Engineers Association (APPEA), Arunachal Pradesh Junior Engineers  Welfare Association (APJEWA) and Arunachal Pradesh Tribal Junior Engineers Service Association (APTJESA) have strongly condemned the physical assault on K S Nair, junior engineer PWD allegedly by Takam Tagar. In a complaint letter to the Chief Secretary, the associations said that Tagar has attacked Nair who was on duty at site of ongoing construction of assembly building on 13th February without any valid reason.  Currently M/s Reniya Enterprise of which Takam Tagar is the proprietor is undertaking construction of assembly building in Itanagar.  

In this regard an FIR has been lodged against him in the Itanagar police station but associations claimed that till now no arrest has been made by the authorities. When contacted Itanagar police station confirmed that an FIR has been lodged in this connection.

Taking serious exception of such dastardly act by an elected representative, the conglomeration of engineer’s associations demanded immediate arrest of attacker for obstructing the government officials from performing his government duties and also causing grievous injuries.

The associations have given seven days ultimatum to the authorities to arrest the attacker and also decided that no officials of department will perform government duties at the assembly building construction site till the demand of association is fulfilled and sought banning of M/s Reniya Enterprise from carrying out any kind of work in state, failing which, the engineer fraternities have threatened to launch democratic movement across the state on the expiry of the deadline given to the government.  

 

NF Rly team inspects ongoing rail projects

ITANAGAR, Feb 14: Papum Pare Deputy Commissioner  Pige Ligu, S Kanojia, deputy CE, NF railway, A K Sharma, EE NF Railway, Bengia Nighee, EAC Doimukh and Techi Hitlar, LRSO today inspected construction site of BG railway line from Gumto to Naharlagun to assess the work progress in ground level.  During the visit railway authority apprised DC of various problems faced by them from the affected land owners in execution of their work.  DC Papum Pare while assuring the railway officials to amicably  sort out the matter, directed EAC Doimukh to immediately serve eviction notices to the affected land owners to vacate acquired plot within 20 days for which they have already been paid compensation. He also warned that anybody trying to stop ongoing construction of railway work will be dealt strictly as per the provision of law. He also requested people to cooperate for smooth execution of rail project.

 

Week-long programme on stress management begins

ITANAGAR, Feb 14: A week-long training programme on "Stress Management" commenced at Administrative Training Institute Naharlagun  today for the Ministerial staff of AP Secretariat/ HoDs  of the Capital. As many as 25 staff members are attending the training Programme which is being conducted in collaboration with Prajapitha Brahmakumari Centre, Itanagar with Senior Raj Yoga teachers like Brahmakumari Kamala invited from Tezpur/Guwahati Brahmakumari Centres including Brahmakumari Junu, Raj Yoga Teacher, in-charge Brahmakumari Centre, Itanagar and Dr.Jayadev Sahoo, Head of Department of Education, RGU, Doimukh and Coordinator of Brahmakumari Centre Itanagar.

While addressing the participants, Director (Training) Pema Tshetan  said that all of us have unlimited  potentials to develop  and grow and gain health and happiness which are precious. However, our life made of stress of various kinds. In order to remain happy and healthy, coping with stress and anxiety is an every day requirement for normal human growth and happiness, he said. The Director (Trg.) encouraged the participants to inculcate positive thinking  and take their work in a holistic manner rather than a burden.

BJP demands time-bound and pro-active measures

ITANAGAR, Feb 14: Expressing concern over the unabated turf war between both factions of NSCN  in Tirap district, the Bharatiya Janata Party, Arunachal Pradesh  has demanded immediate and time bound pro-active measures to contain the situation in both Tirap and Changlang districts.

Demanding rigorous approach with the Centre for effective monitoring on the cease-fire agreement and for evolving a meaningful dialogue for  solutions to the problems, the party said that state government should prepare a special economic package for the suffering people besides ensuring transparency and accountability in the department of Tirap and Changlang (DoTC) so that benefits percolate down to the people. There should be effective monitoring and evaluation measures in place, the party added.

It is very unfortunate that the state government prefers to keep stoic silence on the Tirap-Changlang  issue,  the party claimed while adding that ‘It is high time to understand the debt of the circumstance facing by our mothers, brothers and sisters of these two disturbed districts.

Expressing concern over the inter-state boundary problem  and proposed territory of Nagalim, the party said that there is continuous flow of incidents in the Arunachal Pradesh and Assam boundary areas and the matter is awaiting for amicable settlement. It further said proposed greater Nagalim territory also included whole of Tirap, Changlang, Upper Dibang Valley, Lower Dibang Valley, Anjaw and Lohit districts.   The map depicting the territory of greater Nagalim has been published in regional and national media, which, the party said, is not a sudden development.

 

Manmao knocks out Kharsang in T20 tourney

JAIRAMPUR, Feb 14: The second match in the ongoing Changlang District Night T20 cricket tournament was played between Kharsang and Manmao yesterday.

After winning the toss Manmao put Kharsang to bat first and they scored 115 runs after losing 9 wickets in 20 overs.

Chasing comparatively a smaller score, Manmao lost its first wicket in very first ball and four of the top batsmen returned back to pavilion in just 46 runs on board. Crucial 28 runs scored at the end by Remwang ensured three wicket victory for Manmao team in the last over . Remwang was declared Man of the Match.

 

AE died in a road accident

ITANAGAR, Feb 14: Etalin Sub-Division, Assistant Engineer M L Nath Laskar and WC Driver Purna Bahadur Chetry died in a road accident at Roing-Anini BRTF Road on February 7 last.

On the fateful day, the Government Vehicle on which they were traveling fell down into deep gorge of about 300 feet from the road surface. The bodies of Lasker and Chetry were located on 79 kms away from Anini yesterday. Late Laskar is survived by his mother, wife and two children.

Meanwhile, Officers and staff of the Chief Engineer, Eastern Zone, PWD conducted a condolence meeting at its office premises of today.

The Officers and staff expressed deep sorrow on the sudden demised of Laskar and Chetry. They prayed for the eternal peace of the departed soul and extended its condolence message to the bereaved family members.

The officers and Staff of Anini Division, PWD also mourned the sudden demised of Laskar and Chetry, They conveyed their heartfelt condolence to the bereaved family members and prayed to almighty God for eternal peace of the departed souls and bestow courage upon the family members to bear the irreparable loss.

 

Outreach health camps benefit many

ROING, Feb 14: The five-day long outreach health camps  conducted by a medical team of District Hospital Roing under National Rural Health Mission in remote places at Paglam, Anpum, Banggo, Bizari, Bomjir and Dambuk under Dambuk sub-division of Lower Dibang Valley district came to an end on Feb 12 last.

The main motto behind organizing such Outreach Health Camps was to bring the medical facilities to the door step of the people, informed Dr M Basar, DRCHO Roing.

During the camps, free check ups to women, children and disabled persons were conducted. Also Advocacy meeting in schools on Reproductive Tract Infection/Sexually Transmitted Infection to the students, Inter Personal Communication through Focal Group Discussion on early breast feeding with emphasis on hospital delivery besides Reproductive & Child Health Camps were held at various villages and schools.

Cultural Programmes were also conducted to illustrate the advantage of small family through folk songs and play dramas.

Altogether, 671 patients besides 32 disabled persons and 62 women were examined, informed Dr Basar. He further informed that such camps were earlier organized at Bolung and Hunli area and would soon cover Bismaknagar, Iduli, Koronu and other uncovered pockets of the district. The department is planning to make it an annual programme, he further informed.

Anita Payeng, ZPM Dambuk Block at Anpum and Tuppik Saring, Anchal Chairperson at Dambuk extended  cooperation to the medical team  and lauded the efforts of the District Hospital for organizing such camps which greatly benefits the people of such remote places.

Road Safety awareness camp

ITANAGAR, Feb 14: Road Safety Cell, PHQ, Itanagar under the guidance of SP Traffic Apang Tamut and Inspector KVG Pillai conducted road safety awareness programme at Vivekananda Central School, Vivek Vihar, Itanagar today.

The team advised the participants to wear helmet while driving two-wheeler and obey traffic rules and also urged the participants to convey the message to general public and friends. Later, through a power point presentation, the team highlighted safety tips on how to cross road, how to walk on road, how to board and travel in vehicles, road signs and also analysis on road accident statistics of Arunachal Pradesh.

Besides these they also demonstrated Hand signal and distributed pamphlets and other awareness items during the progaramme.

Altogether, 204 students and 18 teaching staff of the school attended the programme.

Meanwhile, the Principal of the institution lauded the PHQ team for conducting informative awareness programme and urged them to conduct such awareness camp in the school in near future.

 

Skill development programme for Govt staff

ANINI, Feb 14: Four days training on skill development for Govt  employees concluded here today. The main subjects for the training programme were skill development, file maintenance and hospitality management for group-D staffs of district administration.

EAC Bopai Puroik while addressing the trainees urged upon them to  derive maximum benefit from the training programmes.

Highlighting the role and responsibility of the group D employees, he said  group D staffs are the main caretaker of all the documents and files of the office.  The EAC further said that the training programme will not only enhance their efficiency and knowledge but also open promotional avenues for them.

 While sharing their experiences as resource persons the senior most officials of the respective department in the district said hard work, sincerity and punctuality are the key factors  for successful life.  Training on basic computer knowledge was also imparted to the trainees.

Participating in the concluding day of the training programme, EAC Bamin Nime  urged the trainees to work with renewed zeal. DIPRO

Deptt. apologizes for calendar error

ITANAGAR, Feb 14: The Department of Tourism has perceived the resentment expressed by the Nyishi Elite Society (NES) on the wrong portrayal of the Nyishi couple in the Centenary Calendar as a matter of grave concern. While acknowledging that there has been a serious error in the depiction and titling of the photograph, the Department extends its sincerest apologies to the entire Nyishi community and the NES for the same. It deeply regrets that the sentiments of the tribe have been hurt by this and would like to assure the community that such an omission will not occur in the future.

The department has already intimated steps to correct the mistake and has issued express directions to the Centre for Cultural Research and Documentation (CCRD) who had produced the calendar on behalf of the Department to take immediate measures to rectify the error on priority and re-print the page.

 

Free operation camp

ITANAGAR, Feb 14: The Free Operation Camp conducted by Vivekananda Kendra Arun Jyoti at General Hospital,Pasighat concluded successfully on Feb 12. More then 100 patients from East Siang,West Siang,Upper Siang, Lower Dibang Valley and Anjaw districts were benefited from the camp conducted by a team of 10 NRI doctors led by Dr. Gangadhar Maddiwar and renowned gastro enterologist from USA  Dr.Vinayak Kulkarni.

 

Wildlife committee formed

ITANAGAR, Feb 14:  Wild Life Committee has been formed at Seba village under East Kameng district to safeguard the ancestral land of the area. In a meeting held today which was attended by MLA Tani Loffa, ZPM Apang Welly, DC East Kameng and villagers of the area, this committee was formed. Kaku Welly and Shew Natung were selected as chairman and secretary of the committee.  Committee will work towards encouraging traditional practice of agriculture without harming ecological balance.

ITANAGAR, Feb 14: Arunachal Vikas Parishad conducted one-day awareness camp on “preservation of Indigenous faith” at Itanagar yesterday.

ITANAGAR, Feb 14: MLA Takam Pario and Assistant Engineer Nangbia Lida would attend as chief guest and guest of honour in the Nyokum Yullo Celebration at Chambang on February 26.

The celebration will begin from February 19.

ITANAGAR, Feb 14: Lower Dibang Valley District Students’ Union (LDVDSU), General Secretary Kabang Passang expressed surprised on the appointment of Okang Pertin and Asoti Pulu as new president and general secretary of LDVDSU that appeared on local dailies on February 10 last.

Governor, CM greet people on Tam Ladu

ITANAGAR: Governor Gen J J Singh and Chief Minister Dorjee Khandu extended sincere greetings to all the people of Arunachal Pradesh on the auspicious occasion of Tam Ladu.

In his festival message, Governor said, I offer my prayers that the festivity continues to help in preservation of the deeply rooted indigenous beliefs and cultural ethos of the Mishmi brethren.

May our prayers evoke the blessings of Almighty and protect all of us from natural calamities, Gen Singh wished.

In his message, Khandu said “Festivals remind us our faith towards the custom and tradition that we have been practicing since time immemorial.” He appealed the elites and elders to pass on the rich cultural ethos to the younger generation so that the continuity remains.  

Khandu prayed almighty to bless every one with his choicest blessings so that the people live in peace, prosperity and in good health.

BJP’s concern for Khandu’s stability unfortunate

Dear Editor,

Had the BJP’s state unit know the magnitude of kickbacks and corrupt practices involved in so called much awaited good infrastructures such as CM’s Bungalow, Civil and Assembly Secretariat, MLA’s Hostel etc, I am sure the party would not have showered heaps of praises to CM (as carried in almost all state dailies recently). In contrast to BJP central command’s demand for thorough review of all secret MOAs, review of Hydro Power and Resettlement and Rehabilitation Policies of the Central and State governments, particularly with reference to sensitive border state, crusade against corruption, nepotism etc., the state BJP’s concern for Dorjee Khandu’s stability is most unfortunate. After perusal of the news item, I am fully convinced that the party is fully being controlled by extraneous forces. The misuse of Rs 24,000 crores PM package, massive irregularities under SPA, BADP, NLCPR, PMGSY, NCF, NEC etc, without transparency, Rs 1000 crore PDS scam, Rs 68 crore SGRY scam (two PILs already pending in Supreme Cout & High Court), scam under education, health, social welfare, agriculture, horticulture, mines and minerals and so on are simply not known to BJP Arunachal Pradesh.

The magnitude of all the scams put together including off the record collection of Rs. 3 to 9 lacs per megawatt for total installed capacity of whopping 60,000 megawatts from various power developers shall simply outshine the so called the 2G Spectrum scam committed at the National Level. The revival of the Apex Bank by mortgaging future interest instead of going for CBI inquiry and strict recovery drive, PRC mess, absolute anarchy in Tirap and Changlang, absolute regional and ethnic imbalance in distribution of funds etc. are some major achievements of the Government. A glance through CAG report 2009 shall convince the BJP (A.P.) as to how it should behave as an alternative party to Congress.

The BJP also don’t seem to have correct knowledge as to how could other neighbouring states like Assam and Manipur which got more budgetary allocation than the most sensitive and most backward state like Arunachal Pradesh. The so called hike in wages of the working class is also not in tandem with moral and legal provisions as well as the sky rocketing price rise index of the market situation. While the Legislators have increased their salary and other benefits by more than hundred percent, the poor villagers in villages and the educated unemployed youths with no political backups in towns and cities have no option but to curse the system. BJP choosing ignorant of this fact and rather praising the CM for such unethical and undemocratic acts all in the name of Public mandate is simply unacceptable even to hardcore Congressmen. Is BJP therefore preparing grounds for merger into Dorjee led faction of the ruling INC? The People of the state has right to know without resorting to provisions of RTI Act 2005

Let CM fulfill his dreams

Dear Editor,

We the former City Congress Committee, Itanagar appreciate chief minister Dorjee Khandu for his great achievements in carrying out the development works within a short period of time under his leadership.

We can seen clearly the various development work executed in the capital and state as a whole by Congress government under his leadership. The Civil Secretariat Building, Legislative Assembly Building, MLA Hostel and Chief Minister's Bungalow at Itanagar are some of the infrastructure work carried out under Dorjee Khandu’s leadership. Other projects started during his tenure include railway connection from Harmoti to Borum, RCC Drainage System, construction of road broadening & retaining wall in various sectors roads in the capital Complex under centrally sponsored scheme, JNNURM and Poma water supply project for Capital complex. Further he has provided corpus fund to R.K Mission, V.K.V School and R.K. Mission Hospital, has enhanced salary for govt. employee and revived Arunachal Pradesh Co-operative Apex Bank.

It has been seen that Govt. employees and the entire ordinary citizen are quite content with developmental work carried out by present CM. Recently even opposition party like BJP has praised the ability of CM to bring in more central fund for the development of State.

We, the former City Congress Committee member whole heartily support the present Chief Minister for his untiring work and the far-sighted vision to transform Arunachal into a developed State. Moreover, the present CM is going for his political retirement after the completion of his tenure as he had expressed earlier. Therefore without any pressure or rift within the party, just for the sake of the CM chair, at this crux time when the state is heading towards a mega-facelift, let the present CM continue his remaining tenure to fulfill his undone dream works without any political pressure.

Lastly we, appeal to all the party legislators and party workers to work whole-heartily in tandem with the CM in the greater interest for the overall development of the State and welfare of the public.

Re-conduct written interview

Dear Editor,

Through the Column of your esteemed daily I would like to draw the few lines towards the recently conducted written examination for the post of UDC in the Dept. of PWD at DNG- College Itanagar. I was also one of the candidates for the same and I was at room no. 22. At the time of the examination, I noticed that most of the candidates, almost 80% of them were using calculator, mobile phone, notes etc completely freely. Even some of them were using some solved notes and books which they kept with them in their writing tables. Although two-three invigilators were present at that room but they did not intervened.

I questioned to the concerned department whether this post has been fixed or not? If not then I on behalf of all the sincere and valuable candidates request to the concerned Department to re-conduct the written Examination for the same with full free and fair manner.
